Chile is the only country in the world where water is almost entirely privatized. In Petorca, while communities rely on water trucks, the avocado industry depletes massive amounts of groundwater. From this crisis, a nationwide movement—MODATIMA—emerged to defend water as a common good. In 2021, they became the largest grassroots presence in the Constitutional Convention and hold a governorship in Chile’s driest region until today. Despite these advances, water remains privatized and new players, such as the hydrogen industry, encounter favorable investment structures. Former Constitutional assembly member and long-time water activist Cristina Dorador reflects on the movement’s victories, setbacks, and how MODATIMA managed to bridge grassroot activism with institutional change.
